Tumalo State Park is one of the best places to wade around. There is no lifeguard, and the water is fast moving in places, so it's best to stick with the established areas. The better one for small kids seems to be at the southwest side of the parking lot. There is lots of grass, some picnic tables, and a muddy (but not too muddy) beach.
There is a $5 day use fee to use this park. You might want to consider the $30 annual pass available at REI and other retailers.
It is also possible to float down the river here. I haven't done it so I can't give any guidance, but I see lots of people on inner tubes small rafts, and air mattresses floating down, hiking back to the starting point and doing it again.
